Along with the help of representatives from other seasonal industries, such as hospitality and canning, the green industry had a big hand in moving guest worker legislation successfully through Congress by mid-2005. Among other things, application of the new H-2B rules splits the 66,000-visa cap into two 33,000-visa seasons and allows valid H-2B workers from the past three years to come back to work in the U.S. without counting against the cap.
