Developed by the county water authority in conjunction with MiraCosta College and the San Diego Botanic Garden in 2012, the WaterSmart Landscape Makeover Program is a free, award-winning educational program that comes in a variety of options for the busy homeowner: a four-class series, a three-hour design workshop and online videos.
