NASA/JSC plans to procure commercial Grounds Maintenance Services at JSC, including Ellington Field (EF) and the Sonny Carter Training Facility (SCTF) as a partial follow-on to the current Center Operations Support Services (COSS) contract. Activities include basic landscaping services, including lawn mowing, edging, watering and fertilizing, trimming of trees and shrubs, tree removal and planting, and weed control; pest control and other landscape maintenance. Also included is maintenance of ponds, unimproved areas and ditches, fire lanes, gravel areas and fence lines. Pesticide and herbicide application will also be required. Miscellaneous tasks, such as removal of leaves and animal relocation or removal will be done as necessary.
The contract will also require records, reports and submittals in accordance with the Statement of Work and other applicable documents. Included also are personnel requirements and training. JSC is certified to the ISO 9001 and 14001 standards as a joint Government and contractor team, and is an OSHA VPP Star certified site.
Interested parties are encouraged to address their experience in working within these requirements. To fulfill these requirements, NASA plans to release a Request for Proposal (RFP). The RFP will result in a fixed price contract with an IDIQ (Indefinite Delivery/Indefinite Quantity) feature for additional requirements within the general scope of the Statement of Work. The contract will be written for a two year base, a two year option and a one year option, for total of five years.
The procedures for Communications with Industry regarding this procurement are available electronically for download by hypertext link on the Ground Maintenance Procurement Internet site, or URL: http://procurement.jsc.nasa.gov/coss/gms/default.asp A draft RFP will be released in mid-January 2007. The draft RFP will allow interested parties the opportunity to submit question, comments, and innovative ideas.
Feedback can be submitted up to 10 days after the draft RFP release date and is encouraged. A listing of businesses which have expressed interest in participating in this procurement will be released with the draft RFP. A pre-proposal conference will be held on Jan. 29, 2007 at JSC in Building 111. Prospective offerors shall notify this office of their intent to attend this conference.
A maximum number of three people per company is strongly encouraged. After considering industry feedback impacts on the draft RFP, the Government anticipates that the final RFP will be released in late February with the proposals due in late March. A phase-in period of approximately 60 days for the new contractor is planned.
The solicitation and, to the extent possible, documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Documents unavailable over the Internet will be made available in the Technical Reference Library (TRL) at JSC.
Additional information about the TRL at JSC will be posted on the website at a later date. All qualified responsible sources may submit a proposal which shall be considered by the agency. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

JSC will pursue a Section 8(a) set-aside contract in accordance with Federal Acquisition Regulation 19.8 Contracting with the Small Business Administration (The 8(a) Program). Contractor shall furnish all management, supervision, labor, parts, material, and equipment necessary to perform Base/AMARC Grounds Maintenance Services at Davis-Monthan Air Force Base Arizona. This will be a Firm-Fixed price contract.
The work is described as follows: Maintain improved grass, improved desert landscaping, semi-improved grass, tree trimming and pruning, policing, weeding, fertilizing and watering improved grounds IAW Performance Work Statement. Period of performance will be a 12-month basic period and four one year options. Anticipated start date is Oct. 1, 2006.
This requirement is 100 percent set-aside for HUB-zone business. The applicable North American Industry Classification Code for this solicitation is 561730. The Request for Proposal will be issued using Past Performance/Price Trade-Off IAW FAR 15.101-1 resulting in the Best Value to the Government.
Past performance is significantly more important than price. This announcement constitutes the solicitation, proposals are being requested and paper copies will not be available.
